About Cliff Claven's (from Cheers show) accent?

Cliff Claven has this weird accent that I can't quite put my finger on it. Now I reasoned that it might be Bostonian (since Cheers is in Boston) but I don't know enough to make up my mind about it.

John Ratzenberger, who played Cliff, was the only regular cast member to go to the trouble of using a Boston accent. That's what you were hearing.
