I think stalking is anything done to a person that makes them uncomfortable or infringes on their freedom, and is sometimes done even after that person asks for it to cease.

Yes, it sounds like you are stalking, infringing upon some right or freedom or another. If it is called stalking, would you stop? I think you'd do well to look it up in Wikipedia or some online dictionary. Check here:

If you feel you are being stalked, contact the police. I am sure there is a gray area there but better safe than sorry. The consequenses on your part could be severe. Talk to your local police and tell them you are concerned. Maybe they will contact this person and make him stop.

As we all know laws vary State by State, assuming you are in the United States (I didn't confirm with your profile). Generally, driving down a road is perfectly legal. However, if someone else notices that one is doing it repeatedly and they find that conduct to be threatening, then it is illegal. It's all about how the offended feels, much like sexual harrasment.

Everyone assumes it's your house, what if you're the driver? The consequences are an empty wallet due to the amount you spend on gas. If the person doesn't want to be with you, leave him alone.

Not if you don't know the person,but if you know the person and you are just driving around their house even if you can use the other street then it is,for that you can go to jail for four years.

yes, it is consider stalking any form of harrasment, invasion of the person's privacy, and provoques fear. So if you drive over and over infront of someone house it is stalking.
