It sounds to me that he hasn't "let go" of his ex just yet. It sounds like you might be making this easy for him to do. If I were you, I'd call him and tell him that its probably best if you don't see each other since he is "with her" all the time and not you. He's not much of a boy friend if he can't be with his current girl friend.
So maybe its a good idea to make him an Ex-boyfriend.

You need to realize that she is in control of him right now. He is feeling a bit guilty and feels that by just checking in with you briefly, keeps him from facing you with the truth. Just make it easy on yourself, since he is really not YOUR boyfriend. Don't show any jealously or interest WHATSOEVER! Smile and be sure you brush him off first. Say that you have somewhere to go......later!. This may not bring him back, but I guarantee you will come out on top by retaining your self respect. Right now he just thinks you are a gullible stupid girl. Show him different! Now go let yourself feel better. Brush off the dirt.

he is obviously not totally over her yet. if she dumped him then he still likes her. look ethier way if he cant find time to spend with u and yet he can find time to spend time with her is definetly not devoted and not a good bf. so i would dump him.
