It wouldn't even be close. The Flash.

When the Flash is using the speed force, it's not just his legs that are moving fast, it's his whole body (including his thought processes). Traveling at the speed of light, the Flash could circle the world in 1/7th of a second. Imagine now that he uses this speed on his arms and legs while under water. He would not only zip from the Florida to Africa, crossing the Atlantic in fractions of a second, he would create the largest Tsunami ever to hit both the North and South Poles.

He would need to intentional slow down so that he doesn't cause a major earth disaster. In the second(s) that the Flash crosses the ocean, he would probably need to wait 15 hours for Aquaman to reach him (assuming 3,000 miles width (max) and Aquaman traveling at 200 mph).

Aquaman would win because his body is better suited for the water than the Flash's. Therefore, Aquaman would win any race underwater.

The flash can move at near the speed of light... which would still be faster than Aquaman.

Aquaman because even if Flash was able to breath via air tank or something of the like he wouldn't be able to get his momentum going.

1. the flash couldnt breath underwater, and two even if the flash did get ahead, aquaman would have a fish eat him or something

The Flash CAN'T run underwater, he runs SO FAST he doesn't have time to SINK, and he stays ON TOP...!
