B. It was mostly an explanation to the world as to why we were fighting a war for independence. Remember, that wasn't the original goal in 1775. By 1776, it was. So we needed to explain ourselves. It hinted at letter A in the first paragraph, it didn't do C at all, but it did have the side effect of D, but that wasn't the purpose. We were also hoping this would give us some allies, which it did with France.

but yes, the declaration of Independence was a list of problems they had with the king coupled with legal philosophy to justify legally a split from Great Britain.
