If it is an air bubble in a liquid or other substance, then it is the gas inside of it that is the gas. But the outside of the bubble (what keeps the gas in) is a liquid. If you make those balloon bubble things where you roll the piece of plastic and blow a plastic bubble, then it's a solid.

It can be both. What causes the bubble is gas build up. The outside structure of the bubble can be liquid or soild, depending on the substance the bubble is comeing from. If talking about bubbles that you blow, they are made of gas but the structure is liquid.

Well...if you're referring to an open container with a bubble, then you have at least 2 different substances - air(mostly nitrogen, some oxygen and other gases) in the gaseous state and whatever the liquid is - though this would have some of the substance in the gaseous state as well in equilibrium. It certainly isn't solid.
