i am trying to dial-up on the internet using my cell phone and a bluetooth dongle. I keep getting errors stating that the modem or other connecting device is busy or not configured properly, or one that says cannot connect to server after trying to dial with the phone. i can go to modem properties and query the bluetooth and it works.

this is what you need to do

Setup Blue tooth on phone and computer ( install drivers)
setup an internet account with your service provider (Phone)
setup Bluetooth modem on computer (phone) it is more complicated than it seem, but easy when you know how

plus very expensive

you need the data link cable for you cell phone, is the only way I know how to do that.

Some phones have one, others dont.
But you need to make the call with cell phone physically connected to the computer
