i am sure there is nothing you want to do about the source,which is the adult palm tree,that is yeilding up the smaller palm rootlets,spraying a weedicide would depend on what you have growing in the vicinity,as these would surely be damaged too.This leaves you with the safe & sure but tedious & time consuming method of manually digging them up,but since the source still remains you will be doing this each time a new crop sprouts,if the young palms dug up have a root sustem of their own which happens with older growth,they could be potted up to use as indoor plants for short periods at a time or suitable for gifts or exchange with other gardeners.

No matter how you go about it, you will probably always have them sprouting up. Pulling is the best method (sorry) since there are no chemicals. A weed/grass killer will kill it, but just that one plant and anything else it touches. So if it is grass, the grass might die around where you sprayed.
