You can find a lot of nice things at a dollar store. Some of their things look really nice for the money you spend. It is the sentiment, not the price that matters.
If you are into crafts or are creative, there is a lot you can do. You have a computer. Use the art software to create a picture. Then get a frame at the dollar store. You can make a mat with construction paper. Once the print and the home made mat are framed, it will look like a more expensive item.
Don't get stuck by thinking about the problem. Start thinking about the person you want to gift and what they might like. Don't forget the thrift stores. A lot of them get stuff from department stores that has the tags still on them. You get something brand new for not a lot of money.
A married couple might appreciate a free evening of babysitting. An older person a weekend of household chores. You could print up certificates for the service and then make sure you follow through and do what you promised.

If you have some acrylic craft paints or can get some, find some nice smooth flat stones....riverbanks and railroad track embankments are two places you can look.....and paint the rocks with an interesting design. Since you asked what you can make, I am going to assume you have some degree of talent or ability in the arts and crafts field so try painting a rock to look like a house or building. You can give them as paper weights or decorate a large stone with a recipients house number. You can also scout the woods or forest for some nice, long straight fallen branches that you can remove the bark from and sand smooth then paint in a colorful design to be used as a walking stick. An old fence post or broken plank can be painted to look like Santa Claus and used for Christmas decor.

Put out some feelers to your friends or neighbors for old picture frames that they don't want any more and are willing to give you. Clean them up and then put pictures in them that are significant - for example you might give your grandmother a picture you have of you and her hugging on another Christmas or you might give your sister an old picture of you and her when you were little kids...stuff like that. Gifts from the heart are always the most appreciated.
