Is it meant to be two the letters of the alphabet "o" "o" then the number seven?

or

Is it meant to be the two numbers "zero" "zero" then the number seven?

I hear a lot of people use the letter O when they are saying numbers with the number zero or nought in it for example and have always wondered if this is what has happened James Bond code name.

Although it's pronounced "double-o-seven," it's a number: 007. In creator Ian Fleming's world, "double-o" agents were agents who had two kills to their credit. Fleming got the idea for a Double-O section from his days in military intelligence, when Whitehall used the "00" prefix to identify classified documents, according to "The James Bond Trivia Quiz Book," by Philip Gurin.

the double "0" in James Bonds code name stands for "licensed to kill". According to Ian Flemming, the British secret agents with the top most clearances and training/ability were bestowed the power of discretion to take a human life for the defense of the British empire. The 7 simply means Bond is the seventh in line to be given the license to kill. So double o seven means licensed to kill agent number seven. Hope that helped

I would think in mean the letter O. In England they use nil for zero.

Since there are M's and Q's O would make more sense the 0
