What country do you think is the most corrupt and why?

I've only heard such things about Mexico and China. I've heard more about Mexico.What we view as corrupt, kidnappings,payoffs and such are standard practice there.

Russia because they are ruthless and have a one race country and so they terrorize their own. They have the meanest gangs lots of money and drink alot. Read the papers who goes around poisoning people, who is so blatant about espionage. Russians.
