Unless you have Internet charges at one end or the other, you do not need to pay since all you are doing is sending data across the Internet from you to your friend and back.

Logitec or Creative, (I like) or if you have a digital handy cam for home movies many of them can be set up to work (better lenses than web cams) (check your manual)any model that has at least 1.3megapixels and use "Skype" for your webcam program it's free and had the best quality broadcasting by far (has to be loaded on both sides of the conversation.) Both ends of the conversation have to be 'highspeed' for any quality at all. And as far as I've ever seen there are not any charges and I speak/see people all over the world.

A lot of people are using http://www.CamPartyUSA.com now since it currently has the best video quality for a free webcam site.

Its similar to youtube, except with live webcams.

NO you don't pay anything to use your web cam online using Yahoo Messenger or MS Messenger

If you use a VOIP service you will pay

VOIP = Vice Over the Internet Protocal

Any webcam for messenger use is okay. They are pretty cheap now. Wal-Mart, etc.
