When I cook with my kids, I allow my eight year old to do the measuring and I let my three year old dump the ingredients into the bowl. I also let him stir or mix. Then of course I finish the mixing. I do all of the cutting and the actual cooking around the heat. But I let them put the food on the pan or help decorate the cake and things like that. There are also some cold foods that you can make like sandwiches, put peanut butter and raisins on apples, mix rice crispy treats and cut with a butter knife etc. There is a website below with some tips. Also there is this Green Eggs and Ham Cookbook. I was able to look at it in a bookstore and it has a lot of fun recipes for children. I am getting it for my son for Christmas, you might want to check it out.
There are also a lot of other cookbooks for kids, go to your local library.

Somehow I don't imagine cooking and pre-schoolers going together. So, cooking with preschoolers better involve nothing concerning the stove, which pretty much limits you to non-cooked items. Dirt Cake doesn't involve cooking and uses instant pudding so that might be a good thing.
They can decorate already baked cookies.

One of the cutest recipe's i've seen involves the ocean.
Ok, so fillet me, hotdogs are not considered healthy food, but....
Cut some hotdog lengthwise halfway up, turn them and cut halfway again (so you have four legs). Cook them. Cook shell shaped pasta.
Put the pasta on the plate. Place the (octopus) hotdog on top sitting up on his legs, and let them decorate it with ketchup and mustard for the eyes and mouth. Give them small cups with goldfish crackers to sprinkle over their food to complete the ocean scene.....then they get to eat AND play.
My kids loved it.

rice crispie squares. i'm not sure if thats what your looking for because i'm not sure if its qualified as healthy... but its easy to make for preschoolers.
