Figure at least 24 starters. So, 48 if you include all the 2nd stringers. But beyond that, it all depends on the level of play. Different leagues have different rules as to the maximum total number of players allowed on a team. The NFL has a certain limit, in college the NCAA Division IAA has another limit, division IA has yet another limit. But far as I'm aware the various player limits go from about 50 to 100.

Well, there has to be at least 11 players on offense and defense, plus at least one backup, so there's about 44 people right there. Add in some special teams players and I figure there's about 50 people on each team.
