Florida is probably number one! South Florida has some of the best beaches in the US, great weather with a few big storms you'll want to avoid here and there in the summer. It is dangerous to live in Miami, but the beach areas are pretty upscale. If it's casinos you need...this is definitely the place! The new Gulfstream Park just opened last month...it's the first Las Vegas style slot machines in FL. Up til now, the only slots have been Indian and they were Class 2 (not good.) Other places are following suits...and I mean, a lot of new casinos are opening soon.
Other good places are New Mexico, like Albuquerque or Las Cruces, there are a lot of Indian casinos that have class 3 slots (Las Vegas style) on the outskirts of Albuquerque and Arizona has a lot of snowbirds (People who live up north in the summer and south in the winter.) Phoenix is nice and warm, but a little too warm in the summer.

Seems everyplace is close to a Casino these days.
Arizona-Phoenix, Tucson
Florida.
Depends on the climate you want as well.
Minnesota has alot of Casinos if you don't mind the cold. There must be something important to you besides Casinos.

Tunica, Mississipi has a handful of casinos and warm weather. The cost of living can't be as expensive as Vegas.
