From the perspective of someone on the outside looking in, in hindsight he was not all that bad, and he has certainly done some good things since the presidency.

As a President, his ability to govern and effect substantive changes were hampered by his overreliance on polling and approval ratings - this prevented him from following through on many major policies. This indecision was largely responsible for the 1994 loss of Congress that made it difficult to pass legislation in his later years in office.

considering what coudve been done with the contract of america and the conservative congress and what was done with a box of cigars and innocent interns....one of the major opportunites for economic reform in the us was clearly botched...the tie breaking vote by the clinton administration on social security was one of the most boneheaded economic decisions of this century and frankly the largest tax increase in us history by his own admissoin later was totally unneccessary..in short one of the worst presidencies ever.

As a President, I didn't like him. As a Humanitarian now that he is not in office, I think he can be a pretty good guy.

I rate him slightly superior to Jimmy Carter.

Which, of course, doesn't bode well for either of them.
