How do I divide the transmit rate of a router so that each LAN port has equal download and upload rate? Can I do the same on wireless? Is there any free software to do that?

Most network traffic is bursty. This means it is only in use a for a few seconds (or portions of seconds) at a time and to restrict the rate between ports would only mean that the burst is slower and mean that over network congestion could increase.

The software should be specific to the router to be effective so someone would need to develop it that would cost money to do right.

For a good responce to this type of question we would need to know the number of users on each port, the number of wireless users, the type of info being exchagned, the type and bandwith of each port and the type and bandwith of each server, and internet connection type.

For home use you would not want to do this.

you can't split the transmit rate,, each computer sets it's own transmit / receive rate, so if your computer is chatin to mine and mine is bussy and your computer needs to upload to mine puter, my puter will say ok but not to fast, sent the data at 14400 bits a second or what ever speed suits both computers
