There's the old thing where people pick on you if they like you and other times, the person's just a jerk. In this case, I have no idea which he is. Anyways, for FOUR years this has been going on. Snatch him and run, girl!(lol) I know you may be shy, but the chance is slowly, but surely, slipping away from you.

I assume you're really young since you're not allowed to date. The next time you see him looking at you, say, "You better be careful, I will be old enough to date very soon" and get his reaction. Say it with a big smile and maybe a wink.

does he know you like him? if he does, then maybe that's the reason why he always looks at you.
he probably makes fun of you because he likes to get attention from you.
i'm 15 too and i wasn't allowed to go out with boys either. so i just remained good friends with all of them. but one day, this boy asked me out and i told my mom. (i tell my mom everything and that's why she trusts me) so she approved of our relationship and we've been together for almost 3 months!
if he liked you enough, he'd ask you out or SOMETHING! maybe he's not expressing as much feelings because he knows you can't go out?????
that's how some boys were with me...

Good! If he's looking at you that means he is into you, and you two might have a chance!!!
If a guy's trying to make you laugh, that means he must LOVE it when you laugh, so he wanted to make you laugh more! And make you happy!!! Also, if he does that, that means he likes you and he wants you to get into him!!! You know.. Not the guy has to ask out!!! You can too!

are you serious? if you've liked him for four years, why haven't you snatched the opportunity and pounced on it? although if things have been like this for 4 years, and he hasn't asked you out, maybe he only thinks of you as a friend. maybe try asking him out, switch things up a bit

If he makes fun of you, he probally does like yu , or hes trying to be cool. Anyway, you should come up to him and ask if he likes you. If he says he likes you as a friend, he probally likes-likes you. If he says no then i would just move on.
P.S. when your aking him this ask him private, just you and him. He would get embarrased in front of his friends.
