You could just format your computer, but you should try other options first.

Try booting in safe mode. Once there, search around for some stuff to delete. If you can't get in in safe mode, try booting to the command prompt and then delete things.
Once you get it to boot, in either case, you need to get more free space or turn off the Windows virtual memory until you get more free space. (Note that turning this off can free up space, but then you'll be running considerably slower if you don't have a ton of ram.)

which operating system are you using?
windows XP?
windows 98?
check in the microsoft website for "how to boot up in safe mode - (this one listed below is for WindowsXP version)

once you get into safe mode
it will get you up to your desktop
from there you can delete some items to free up disk space which is greatly needed seeing that you only have 5 MB of free space
use the add/remove program to remove programs you don't use or don't need
if you have a lot of music on your computer - you might want to make a data cd and take them off your hard drive to free up space and burn videos to dvd

You can also delete backup files created by your OS under safe mode because usually they occupy up to 12% of the free space on OS partition.
