If it's a rather large bump, you betta is sick with something and you need to check out some diseases.

Goiters :/ nasty things, growths like tumors. Deadly, fatal, hard as nails to treat... Caused by internal thydroid gland regulation issues.
Sounds nasty.. I know...
So how did my fish get this? Genetics someone said.. .but the answer is in iodine. Its a natural occuring element found everywhere but in very low amounts, at the bottom of the sea you're looking at 1 part per million. To make it worse, we have so little iodine and its constantly leaving the earth as the sun rays vaporise it and send it catapaulting out into our atmosphere. Rain pulls some of it back down, but the majority ends up in our outter stratosphere.
Lucky for us Momma Nature gave us some good natural iodine resivoires to work with! Seaweed is one example, it absorbs iodine in the ocean and 900 lbs of seaweed can produce 1lbs of iodine. Fish that eat seaweed also are high in iodine. Hmmm Fish you say?
Oil is another product with a great amount of iodine. The reason for this is that oil is produced through the decay of marine life (already rich in iodine). Where the heck is this guy going with iodine?!
Well I'll get to my point...
All vertebrates need iodine!!! AHAHA THATS IT!!! *Cackles* Couldnt you tell?! You mean you dont know what I'm saying? Oh.. Okay.. :/
Iodine is crucial for production of hormones within vertibrates, its mostely used by our thyoid gland in efforts to control our metabolic rate. Fish need their metabolism altered for rest and eating, often as much as a metabolic adjustment twice a day....
We dont need much iodine to build these hormones, 4 atoms of iodine to produce the molecule of thyroxin, however when we are lacking in the iodine department, our thyroid doesnt stop attempting to produce thyroxin.
The overtime your gland or your "Fishies" gland is working under is extremely stressful and will cause the victims neck to swell, as the thyroid gland gets bigger. So its easy to understand "why" vertebrates will develop goiters, moreso this would suggest the addition of iodine within the examples diet would reduce or relieve the goiter, however goiters will still effect people who are not deprived of iodine in their diet. This will work on occassion, maybe 50/50 odds...
Some goiters appear for no apparent cause, research is being performed on sharks for just this purpose, as they are frequent victims of goiters, namely in aquarium environments.
Please dont misinterpret this that "YOUR FISH HAS A GOITER!!!"
Given the very, very, VERY vague description, this is a plausable explanation of your problem, and frequent to Betta Splenden. Cant really say much else without pictures or further documentation of your Betta's ailment.

I don't know, maybe a mole? I've seen a few Bettas with this trait, I just think that's part of their genetics or something.

It might be a mole. It could also be a normal bump. I wouln't really worry. It might be good to take your betta to the vet....if it has one.....it is probably fine!

It could be a growth (parasite) that has attached itself onto your betta. This will just come off eventually. If its on his gills then he is ready to breed.

if they are white (look like he was sprinkled with salt) it is Ich.
