Preferably I am looking for places that are cool or even cold most of the time and ideally with average to low humidity. A place that has a change of seasons would be great!

Well, Hawaii is never too hot and almost never cold but it is very expensive. Alaska is amazing for those who like cold weather. The winters are harsh but the summers are perfect. It is also expensive to live there. Any place that has the perfect weather seems to charge people more to live there.

Well we have a change of seasons. It all depends though, whether or not we have a BELOW_AVARAGE weather year. I'm in Detroit. This year, simmer was brutal with lows locally at night not falling below 80 degrees farenhiet. Then it was some where the highs barely got above 60 degrees farenheit, cloudy and rainy. In the winter, it has gotten below 0 degrees farenheit and the biggest overcast month here is November. depending on the track on storm systems will depends on how much humidity we get and how much snow we get. When it comes to snow, the storm tracks are sucking. October is typically the foggiest month here.

Charleston, WV is the most overcast city in the US and has a change of seasons. It strikes out on you other requirement however. It gets hot and is in a river valley.

Low humidity is desert , not overcast.
Overcast is Seattle, that's why Starbucks makes a fortune there . . . most people get SAD in winter but they get it all year round, and caffine helps !
