Tom Nook randomly sells them adn sometimes neighbors will give you one for helping them out, but your best bet is buying from Tom Nooks shop. Check everyday.

The only place you can get paintings for the museum is from Redd's store. But beware some are fakes.

A simple solution to fakes though is to sell itto Nook, then buy it from the catalogue and voila an original painting.

Please note that you do not dig up paintings, you can only dig up fossils, pitfall seeds and those umbloid thingies

you can get some items from shaking trees or by doing jobs for people / animals around the town but if you are looking for something in particular then go to nooks shop

if its anything like the regular animal crossing you can dig them up or sometimes people will give one to you for doing a good job.
