seal the walls with flat wall paint or p.v.a. drywall sealer, then paint with 2 coat of finish paint.

Yes If you're painting with emulsion you will need to seal first with a thinned down version, let it dry thoroughly then coat with full strength coats until required colour is obtained.The same if you were papering you need to seal with size, This in both cases is to stop the new plaster sucking up the first coat of paint or in the case of papering the glue.

I would seal them. I learnt the hard way last year. I did not seal them and the paint really soaked up in to the wall. It was in my basement and it also seemed to repell the dampness from the moisture there too.
I ended up spending more on paint, cause I bought the good stuff, than I needed to if I would have sealed it first.

Most decorators apply a mist coat. Its just white emulsion mixed with about 30% water.Roller it on,it's a bit transparent but it soaks right into the plaster and forms a good base for subsequent decoration.

let the plaster skim coat dry thoroughly before you apply at least two coats of emulsion, vinyl silk or matt
no different to a brick or block wall that is plaster finished
READ the Tin if you are not sure they normally tell you how to apply it there
