Noise is unwanted or annoying sounds.
So music can be noise to some.

You could examine the whole noise / music question in terms of information theory.
A single tone could be considered music, but it wouldn't be very interesting, monotonous in fact. It wouldn't convey any information.
At the other end of the scale is lots and lots of tones, all played at random intervals. This would be a caucophonous noise. Too much information.
Music occupies the middle ground in terms of information rate. Also, the structure of the information is bound by patterns of aesthetic taste (hence the cultural aspect).

Noise is something that annoys you in a way that it distracts you changing your mood to a bad one. Music can be a type of noise.
Music is something that you like or dislike but wouldn't make you angry. If you hate rock music, you would consider it noise.

Noise is the sound of footsteps, glass breaking, ect. Music is beat, rhythem and patterns and is usually made with insterments or vocals.
