It can be traced back to the year 1300 in the book "Proverbs of Alfred". Edgar Allan Poe also used the quote.

It is a proverb, but apparently not Biblical. It dates from the mid 19th century, but is not attributed to any author

I don't know, but from what I've read it is apparently used often by soldiers in the US military. Seriously, that's what I've read.
