how an where do i get a rail pass?

FLY to Vermillion and talk to the people in the Pokéfan club. One of the people there will give you Copycat's CLEFAIRY doll. Give it back to her and she'll give you a rail pass.
There is one other thing To activate the rail you must complete the POWER PLANT MISSION.

You get a railpass from the Copycat girl in Saffron City. She loses her doll (the club member in Vermillion has it) Get it back and return it to her and she'll give you the railpass. However, you can't use it until after you beat the Elite 4. Then you can use it in Goldenrod.

It's been a while since I played the game.
I think you get it in the Kanto Region, after saving that company from Team Rocket. Or, was it something else? In either case, I'm sure it's in the Kanto Region.. just not sure where...
