Stop and think about it, who drives those handicap vans? They have to have a driver and it least one handicaped passenger :)
and remember before you jump in his face, he could be picking someone up

General the handicap placard indicates the the vehicle is transporting a handicap person. It doesn't mean the the driver is necessary the person. Remember not all handicaps are visible, so be cautious when making a judgment call on this one.

The handicap placard is for parking in handicap parking area. someone who is handicapped must be riding in the car while it is parked in handicap zone. Could be driver or passrnger. I don't mean you have to be in car while parked.

Not in NC. The placard is issued to the person, not a vehicle. It has a card just like a license tag registration card, with the persons name on it.
I have a wheelchair dependent son and use a van to transport him.Since it's pretty obvious, I've never been questioned about it.
What irks me is the tag is supposed to be removed when the vehicle is in motion, yet you always see people driving around with them hanging from their mirror.

Also remember that a handicapped driver does not necessarily appear to be handicapped. Some people have cardiac and/or pulmonary problems which inhibit their walking long distances.

you have to be transporting a person or be that way yourself.i have seen people who are clearly not handicapped or picking up someone park in the spaces designated for the disabled.it really makes me frustrated and sad to see people struggling because they have to go so far to get into the store because of uncaring people.not even caring it's against the law.my stupid brother-in-law is one i am referring to.

No, not in SC anyway if you are transporting or running earrans for someone how is handicaped. Then you can use it.
