its all how you want. If you are doing trick most people put the handles as low as possible. If you are just cruising around, higher so you don't have to bend over.

I feel your pain. I'm 5'2" tall.

Hold your arms out comfortably akimbo. (Slightly bent at the elbow.) That's where the handlebars go. Should be somewhere around the middle-bottom of your ribcage.
