If he wandered around with no pants on it would teach today's youth very bad things, and it would be banned. And most likely hulk would go to prison. And we dont want that, so its better if he keeps some clothes on so he stays on telly and not in prison with bummer boys.

there's an interview of Stan Lee by Kevin Smith on the extras of the hulk DVD that gives you the answer. Basically, there is no answer. It just comes down to the fact that a comic with a green penis flying about would be seen as a bit naughty.

I'm thinking that's why he's so damned mad all the time... because they DON'T come off.
His willy and wonkas are probably being crushed and squeezed so tight that he can't see straight. That would piss any man or creature off to no extent.
Imagine,... all that destruction could have been avoided if Dr. Banner would only wear some loose fitting NON tear resistant pants... and maybe no underwear.

He doesn't because the comic wouldn't get published if they came of (it might get sold on eBay and in an adult book store of some kind). If he did it would probably be written by a comic book pervert, so you'd see a big dick and he'd f*ck everything. I prefer he keeps them trousers and pants on.

It is never shown cause most people are prudes and deem it too graphic to be shown, thats the reason his trousers stay on, if it were shown it would probably make most women faint at the prospect lol
