The older woman's face is firmer with less facial fat/tissue. The skin is slightly thinner and tighter than the 18 year old. The 25 year old is at her peak.
As the 25year old ages the facial features will begin to loosen causing wrinkles.
The 18 year old still has 'baby fat' on her face. It is rounder, rosier and softer.
In other words the condition of soft tissue beneath the skin as well as the skin determine facial appearance
BTW- Good question. How about knowing a youth from an adult if they're walking blocks ahead of you.

That is an interesting observation, but I think you are a little wrong. A 25 year old will have some sign of aging (such as wrinkles, although very minimal). Environmental wear and tear can't be eliminated entirely. Additionally, behavior, clothing etc. may give you a clue. However, I bet you cannot reliable guess that narrow a range. As a doctor I have seen 65 year old women who look 45 and visa versa.

You can tell by the way she presents herself and speaks. If she talks like she is just out of high school (like, omigod) then people are going to see her as being young.
It's hard to tell between the ages but small observations in maturity and personality are a good way to distinguish the two.

sometimes u can tell because of the eyes even if they have no wrinkles they just look older in their eyes ....its like theres no reason u can explain but u can just tell....and good question by the way

Possibly by her choice of clothing, and maturity. But you can never really tell. Some people just look younger or older than their age.

Its called seven years difference in age. My god think about it. New borns don't look seven dispite the fact neither has wrinkles you just know that they are older or younger because the seven year old has aged. It's called aging for heavens sakes.

Maybe the muscles under the older one's jaw are starting to sag. Maybe the fat on her upper arms is hanging down. Maybe her stomach area is more puffy.
