Not a problem at all. There's a whole class of PC's called Home Theater PC (HTPCs) that are designed for that (ie, very quiet, look like stereo equipment, etc), but you can place any PC near a TV with no significant problems

It depends how old your tv is. I know if that tv was over 10 years old I wouldnt want to sit next to it, you never know what those things give off. It wont hurt your computer at all.
