The symptoms you describe are signs of a failing alternator, no relation to the fuel filter, unless you disturbed wiring there.
It is also conceivable that some other wiring near the fuel filter was disturbed, and is only co-incidental.
Do you have a DIGITAL volt meter? use it to determine if there is AC voltage at the battery. If so, the diode bridge inside the alternator has or is failing. Any ACV > .025VAC is an indication of failure. It will also cause confusion to your car's computer as well.
If this is not the case, return to the fuel filter area under the car, and inspect for electrical wiring and connections that may have been damaged or disturbed.

Good Luck and Merry Christmas.

i own a repair shop, and it sounds like it might have bad engine ground on it or something,,that will make them do this ,,i have repaired a few that were like this,,id start checking for loose wires around the battery area or ground wires on it,,its something simple on it,,just finding it,,seems to be the hardest part now days, but if you,ll take your time ,and start looking for loose or broken ground wires you might find it,,look for anything loose on it also,,good luck with it,you might can take it by any auto zone store and have them scan it for you ,this might also help determine whats wrong with it..and the scan is free,,good luck with it,i hope this help,s.,,have a good x-mas.,,PS you may want to check the alternator also.they have known to make strange things happen to one,,good luck.

My husband's brother and his wife had one of these and they spent more money trying to fix it than it was worth and they finally traded it in. Sometimes you just need to give up.
