Just wondering why some have pine cones and some don't.

Most pines and conifers have both male and female trees.

No, there is not. Pinus silvestris has both of them on same tree. But the number of cones -weather, condition of tree etc. influence cone development. sometimes a lot of blooming, some places a lot.
Other trees can have either or male or female but not Scotch pine.

from the country with zillion (Scotch) pines -we simply call them pines!

Normally pines have both male and female flowers on the same tree. The male flowers are very small and inconspicuous.

the cones are because some trees are male and some are female
