It depends on your perspective. College is certainly more liberating than high school. There isn't all the "cliques" associated with high school and people are way more engaged with classes.
You can pick your courses and pretty much plan your schedule in college as well.
I would say that, for me, college was way better than high school, but again, this will depend on your own experiences and point of view.

It really depends. Here's what you can do to make college better than high school:
- wait a year or two to declare your major and take as many different classes as possible
- live in a dormitory in your first year to make lots of new friends
- get a part-time job (just four or eight hours per week) so you have some pocket money AND you actually have a reason to get out of bed on the weekends before 4:00 pm!
- create a great schedule that allows you to sleep in and go home early (pack your classes in around lunch if you can)
- enroll in summer courses whenever possible because you'll get to see the same people every day for a month (great new friends!) and the workload is WAY easier!

As a college graduate I must answer your question with a firm and astounding YES College is much better than HS!!!! I would not trade my college years for anything in the world. Depending on which college you go to you will meet people from different cultures, learn more about individuals and build better social skills. Being in college was like being out on my own at 18, but with some guidance and assistance when I needed it from parents teachers and coaches. I am from a small town and had I not gone to college I would still be in that small town, dumb to the world outside of that small town. Go Go Go to college. You will not be sorry...Of course there is the other alternative of being all you can be.....

In general the people in college are less hormonal, more intelligent, and way hotter. There is a great freedom in leaving home to go to college, you get to stay up late, go out all the time, and party as hard as you want. School work is more or less the same, it depends on your Major/Minor, but you normally only have only 4 classes a quarter/semester. Roommates, if you get one, can be fun but also annoying so choose wisely. Go on road trips and study abroad! Go Greek if you want, but you can have lots of fun just going to campus dances and activities. One piece of advice, try to find a school with good academic programs and prestige but avoid the nerd-schools with no social scenes. With any luck, you will remember college as the best times of your life.

Both. You have more freedom. You can take the classes you want (to a certain extent). And the classes generally are more interesting.
The bad news is the classes also get harder. You will probably have to write a lot more papers.
Overall, it is definitely better though!
