If I understand your question correctly, you already understand that there are lists that say which colleges offer which majors and lists that claim to rank "best" colleges (as a whole) according to various parameters, but you want to come up with a list to help you find the "best" college FOR YOUR CHOSEN MAJOR. Unfortunately, if you do manage to find such lists, I need to offer my two cents and say that they wouldn't be worth much.

I hope you understand that this is one of those areas where there can't be an objective measure. Any measure that exists is made up of parameters that are arbitrary. YOU need to be the one who comes up with your own list of what you consider to be important factors. For example, many "top" colleges might have the biggest names for their professors, who rake in the most research grants. But those facts are moot if undergrads don't get to study with those Big Name Professors and instead are stuck with grad students as their teachers. See my point?

You need to look at factors such as contact with professors, who they are/what they teach, their course offerings (that are actually OFFERED each semester and not just looking fancy in their course bulletin), style of teaching, make-up of the student body, career services, campus resources... and on and on.

Take "Writing" as an example. What do you want to do with a writing major? Journalism, fiction, technical writing? There is a huge difference. After you do some research to get a list of recommended programs, you then have to reach out to current students and get their opinion on what they like about their college and what they don't. Use College Confidential -
http://talk.collegeconfidential.com/ - to get opinions on programs. Use MySpace to then find students in your chosen major at those colleges to talk to.

Finally, you'll need to go visit your final list of schools to see if the place is suited to you. Trust me, things like location, campus facilities and overall culture of the student body make a huge difference in how you'll like a certain school or not.

The only thing that matters in a college program is what YOU will get out of it. Good luck.
