Well in a way they have taken control of their military it has been turned into death squads to exact revenge on those who were wronged and oppressed under Saddams rule.
I dont think they will take control anytime soon. You have to want freedom and democracy more than you want life in order to achieve it and clearly they do not want it.

Eventually, of course. But that ain't gonna happen anytime soon. The middle east hasn't been stable since after WWI. I don't think our occupation of the country will do anything but leave a bitter taste in the mouths of the Iraqi people. It's not much better than the Nazi's occupation of France, and we're not even profiting by stealing their treasures (i.e., the oil) as the Germans no doubt would have.

Yes but the problem with your question is the definition of Iraq.
The Iraq we know today won't but the Iraq that exist at the end of the civil war will.

you present no evidence that they haven't...
there are many terrorist attacks, but there often are many attacks in countries that are developing... and there are many attacks in Israel and have been for years where thousands have died... do they have control of their military?
