no. Since red/blue were gameboy color/original gameboy games they are incompatible with Gameboy Advance and DS systems.
Red, Blue, Crystal, Silver, Gold, Stadium I and II can be traded between.
Fire Red, Leaf Green, Emerald, XD, Colosseum, Ruby, Sapphire, Diamond and Pearl can be traded with.

I don't think you can trade at all between the two. The only reason is because the GBA games changed the EV system, I think.

no you cannot the gba and gbc have different trade sequence if you do want to trade you only can do it on-line and only to the gba games.
PS: only from red or blue to fire red and leaf green.
not fire red to blue version.
