I just bought a green halter top and I don't know what to wear with it. I am going to ware it to a formal school dance. Its nothing like a grad dance but its still dressy. All the things I thought of make me look cheap. How can I dress it up?

Halters look cute with a shrug or bolero.

Also, if you are into a funky look, if you find a top that coordinates with the halter, wearing a top UNDER the halter can give it a cute and funky look.

Also, make sure that your makeup, shoes, pants or skirt, and jewelry are classics. If you wear a halter with a short skirt, it will bring up the skank-factor, but if you wear it with a nice pair of pants or a more demure skirt, it will not look skanky

Ignore that as*hole that said it can't be classy. I think one of the classiest tops are halters, but it varies depending on style and on how you incorporate it.
I am going to guess that it has a lower hem (as in closer to the hip than the waist)
Wear it with a black skirt that comes anywhere from ankle to knee, but it has to cover the knee, anything higher will look trashy. Add some "bling" like earings, a bracelet and a necklace that falls closer to your collar bone than your bosom. Throw in some strappy heels and a pretty updo with a few curls, instant gorgeous.

Trouser pants that don't show off your belly would be good. So would an A-line skirt that hits slightly below the knee.

a cute black skirt, or slender pants. some dangling, sparkly earrings, and your hair in an up-do would all help. try to keep it classic, and it will never look tacky

it's all about the acessories. if they are just smiple and classy. you will be fine, no matter what bottoms you wear with it.
