You have to make a "large deal" in the islands first. Then you smuggle the keys to your warehouse. Once you've got keys in the warehouse, you go to the warehouse, select a car, and drive to each front. The packages will only appear when you're in the car that you selected. Collect as many pacakages as you can, then go to a bank to end the mission. If you don't end the mission, you will lose the money.
