You would need to be more explicit in your allegations of harassment before I could give you a definitive answer, but, in general, you are covered in English Criminal Law by the Protection from Harassment Act 1997 and the Public Order Act 1986. These essentially cover behaviour that causes "harassment, alarm or distress".
Before a prosecution can be considered, you will need to be able to provide, or enable to be provided, sufficient evidence that an occasion or more that one occasion of such behaviour has taken place. This is the commission of an offence, and is known in legal circles as the 'actus reus' (guilty act). Additionally, there may (not in all cases) be the need to prove that these offences have been carried out with malicious intent, legally expressed as 'mens rea' (guilty mind).
To do this, therefore, you will need as much evidence as you can get, and if you can get witnesses, so much the better.
Your best plan will be to consult a Solicitor. He will advise you of your options - these can either be attempting a prosecution under criminal law, in which case the Police will need to catch your harassers in the act of comitting the offence, or exercising your right in Civil law under what is known as Tort - in which case Nuisance would seem to be the mot juste. The Citizens Advice Bureau may also be able to help.
I work in a Magistrates Courthouse in England, and I can assure you that trials frequently take place on Harassment issues. I am also studying Law as a mature student. As a mere student, I cannot give you any more advice than what I have done above, but I do hope that the wee bit of knowledge I have evinced will convince you that your case is not hopeless, and that there are legal remedies. It may take a bit of time, but doing the legal route is much better than taking matters into your own hands, and risking an assault or battery charge yourselves.

I believe you can take out an injunction through a lawyer (solicitor) which would forbid them from harassing you. I'm not sure exactly how you go about this. Your first port of call should be your local CAB (Citizens Advice Bureau) they will help you with this.
Unfortunately the Police (the Met) are often not very helpful in neighbour disputes. They seldom get a conviction so they usually leave it to local solicitors and social services etc to sort out.

Specific law breaking activities can justify a complaint to the Police. Even if a charge is not proceeded with, ideally, the Police might be to discourage any persistence.
The other approved Blairite method in neighbour disputes is a collection of neighbours ganging up on a disliked neighbour and causing them distress, or counter-distress. This escalation of disputes causes untold misery and ruins neighbourhoods.
Civil injunctions for trespass is one idea.

Keep a log of anything they do along with times and dates. When you've gathered a few incidents, get onto the Anti Social Behaviour Unit at your local council. They should be able to help you sort this out. If you don't have an ASBO unit, you'll need to go back to the police but they're more likely to listen if you have specific incidents to report.

It matters... what have they done. Write a more specific question. Try to sue them. Even if you try it will get them scared.
The same happened to me, I went to the police too, but YOU HAVE TO CATCH IT ON TAPE! Then go to the police.

your harrasers may be a plant,i have one near me he is working for police, . it might be something to do with you political oppinions. which you give on here, dont do anything to get youself to blame. these aggitators can be in anybodies district where there is dissent, especialy if you are anti gay or anti europe.
