Then he isn't just president, he is Commander in Chief. Makes a guy feel important and sure to have his name in all the history books. Wars are an important part of history, even if the president is lousy and would have been forgotten.

I think that just means that he is president while the country is at war.
With that said, if you read between the lines, it could mean that he is a war monger that loves war.
