I wonder how many Special Needs Driving Instructors there are in the UK?

You need to be more specific. Instructors in what for what and what kind of special needs.

Not all driving schools have the funds or the specialist people to teach all special needs as the requirements are as varied as the people with special needs. Your first port of call should be your local large schools of motoring who should be able to give you an assessment of needs for vehicle conversions and the capabilities of the instructors.

If you have problems then approach your disability organisation for the particular group of Special Needs people.

Also try Motability who lease vehicles to disabled or Mobilise who are the motoring organisation for Disabled drivers.
