Yep, Ron Grainer composed the original, and then it was put through its paces by the Radiophonic Workshop. It's now been re-interpreted several times, most notably in the late 70s by Peter Howell. having survived about 16 years in its original form, the new version, which is known by some fans as the "heavy metal" version, lasted about four years, to be replaced with a wishy-washy version for Colin Baker's final season as the Doctor. It was re-done AGAIN for the start of Sylvester McCoy's first season, and lasted three years.

The Paul McGann version lasted for all of one episode, much like his television Doctor, and the new version has I think been re-scored by Murray Gold, and performed by orchestra.

Ron Grainer was a top TV musician of his day, and he also wrote the theme to sitcoms like Steptoe & Son. his theme for Doctor Who is, as you say, an absolute classic, which has survived a wide variety of interpretations and still suggests everything it was intended to, and everything you need to know about Doctor Who - action, adventure, mystery, a moral core and endless possibility.

The Doctor Who theme music was created in 1963, composed by Ron Grainer and "realised" with electronics by Delia Derbyshire of the BBC Radiophonic Workshop. The theme was one of the first electronic music signature tunes for television.
