I think it is asked because there are so many people saying yes they are illegal, and no there not. Which one is it?

yes most of the sites , which you are visiting are probably hosting or linking to illegal torrent files .
Why - because torrents bring easy traffic .
What could happen - depending on what you download , you may be pursued by organisations like RIAA , software companies like microsoft etc and brought to court and asked to pay a fine .
How - your ISP ( internet service provider ) can and will give up the necessary data , if enforced by court order , that can show you have downloaded what from which IP and time .
Possibilities of you being in court - quite little probably .

they are infact illegal...but there are so many that the RIAA probably has a hard time keeping up with all of them. In most cases people who are caught downloading of these sites are charged with copyright infrigement on the song that they illegally downloaded. After you are initalliy charged there will probably be some kind of seizure of your computer and they will find out how many illegally accuired songs you really have

The software of such isn't illegal but the copyrighted material commonly shared on them are illegal. So - you cannot shut down the software, but they could do a better job and stopping copyrighted material being shared like music.
