I know o2, Orange do but i'd would advise you to top up before you go. because it is virtually impossible to topup abroad. You might have to get roaming enabled on your phone at least 24 hours before you travel.

orange do, i have done it, and i just have a normal pay as you go orange mobile. you have to make sure your mobile phone brand will work in singapore, mine is only dual band and it does, worked in aus too.

Virgin will, on their PAYG by direct debit plan. As long as you keep the phone topped up they will not take money from your account.
