I have never met my in-laws as they live in a different country. I would like to send them a simple gift for Christmas, but my husband is giving me a hard time about it by saying "Why? They're not going to send you anything". Despite that I would like to. Any suggestions?

you could make a picture album of you and your hubby. Maybe some pictures of your house and things you enjoy doing, so they could get to know you if only in a picture. Send a nice card/letter with it.
I think your hubby is wrong and you are right, it's a very nice gesture wanting to send them something. You don't have to get anything in return to give a gift. It's the thought that counts. I would be proud to have a daughter-in-law who is that thoughtful.

Everyone loves seafood! Why not send them a fresh fish? To save money, send it by surface mail to the foreign country.

My in-laws(el salvadorian) always liked pictures of us and the kids and crosses/religious stuff. Anything that is noteably American may be good too.(depends on what they think of us)

I heard that in foreign countries they love chocolate because they can't get it like we do here. How about a box of Godiva Chocolates?! MMMMMM!!!!
