Simply put...not what you do or say, but how you do or say it.

You can be angry at someone but tact comes into play in how your relay that anger to the person you are angry with. You can get ignorant and beligerent, or you can use some tact and be calm, cool, and collected. Either way, you are still angry, but the delivery is what will determine the course of how the situation will go.

Just about every answer I've read to this question is right on.
Tact is something this poor old world needs a lot more of.
Tact is saying in a quit aside to your friend ( or even a stranger) " Don't mean to embarrass you but..there's spinach caught between your two front teeth." Instead of grinning like a maniac, pointing at them and loudly proclaiming to all and sundry "Spinach Alert! Spinach Alert! Whoop! Whoop!"
Tact is polite, gentle and kind.
