The parents of second cousins are cousins to each other. Each removed means one step down from one of those parents. So twice removed means the grand child of one of the original cousins.

Kitkat is totally wrong.
A second cousin would be like the relationship between your child and your cousin's child. Second cousin once removed would be like you to a second cousin of one of your parents. Twice removed would be to one of your grandparents.
It's merely a generational thing.

I think it generally means when people have divorced then they are no longer "family" but they still related to you by blood just not by marriage.
