That's not Chicago, that's west of O'hare, out in the burbs. But yes, it's the law you must have 4 wheel drive to live in Schamburg, Naperville and Lisle, it's optional in Downers Grove and Westmont, and the rest of the towns don't mention it.
Of course it's not something you absolutely have to have, the roads are generally cleared pretty quickly after a snow event. Having on demand 4 wheel drive can be helpful in rain or snow of course, but many people do fine without it. Ice is a different story where nothing helps really except staying home or slowing down considerably.
Look into a good snow tire for winter use on your drive wheels, which will also help. Or better yet, if you work in the city take the train in and you won't have to worry about the snow.

NO, just get some snow tires. You can get them mounted on rims and just have them installed around December and then removed around March. You will be able to go anywhere in the snow with some decent snow tires. You will wonder how you lived without them.

if you want to feel safe get a 4 wheeler, in the Chicago area they usually get a lot of snow and I know how women feel about driving in snow so you have to do what makes you feel the safest.

I agree with the other posters, it is not really necessary.
