If they don't do it, you'll prolly have to roll your eyes and do it yourself. I know I had to do a lot of maintenance on my own when I was in an apt.
Homeowners are required to clear their sidewalks, and people slipping and falling leads to a lot of lawsuits for folks with no homeowner's insurance. Let the manager know about the pizza guy. That may get your ice cleaned up.

Yes they are responsible, and if the delivery driver got hurt they would also be responsible for his injuries, and have to pay lost wages. I would let the manager know that he fell on the ice so maybe that will motivate them to do something.
