I live in an apartment and 1 week and 3 days ago we got a bunch of snow and ice...all the snow is melted but there is still 2-4 inches of ice in the parking lot...It's only like that on the side where I live I have feel 3 times with my 2 children who are 2 1/2 and 8 months I have talked to the Apartment Manager 3 times and she said someone would come take care of it and they came out and sprinkled a bucket of sand on it. It is still there and we ordered pizza today and the deliver driver fell.....what else can I do and are they responsible for removing the ice?

The apt. manager is definitely responsible for ice removal, but, as in many cases, it looks like yours is taking a lazy approach to maintenance.
Salt works much better than sand. Are you in a cold weather climate? If so, you can request they go out and buy a bag of salt from Home Depot (or whatever). It has to sit for awhile and then can be chipped away quite easily.
If they don't do it, you'll prolly have to roll your eyes and do it yourself. I know I had to do a lot of maintenance on my own when I was in an apt.
Homeowners are required to clear their sidewalks, and people slipping and falling leads to a lot of lawsuits for folks with no homeowner's insurance. Let the manager know about the pizza guy. That may get your ice cleaned up.

Yes they are responsible, and if the delivery driver got hurt they would also be responsible for his injuries, and have to pay lost wages. I would let the manager know that he fell on the ice so maybe that will motivate them to do something.
